The Joint Commission for Administrative Cooperation between Italy and Monaco

The Italian-Monegasque Joint Administrative Cooperation Commission convened in Monaco on 12 May 2025.

The meeting was co-chaired by Ms Isabelle Berro-Amadeï, Minister of Foreign Affairs and Cooperation, currently acting as Minister of State, and Mr Giorgio Silli, Undersecretary of State at the Ministry of Foreign Affairs and International Cooperation.

The Monegasque delegation* comprised members of the Government. The Italian delegation** comprised senior representatives from ministries involved in relations with Monaco.

The agenda included matters relating to transport, social security, health, linguistic and educational cooperation, the promotion of investment in both countries and cooperation in tackling crime.

Concerning traffic, the Italian delegation confirmed that, in accordance with the Vienna Convention on Road Traffic of 8 November 1968, the Italian authorities recognise the validity of Monegasque driving licences and do not require drivers to hold an additional international driving licence to drive within Italy.

Regarding the transportation of goods, there was a discussion about permits for Monegasque companies to operate in Italy. In-depth discussions will continue within the framework of the Joint Commission established by the bilateral agreement concluded in 2012 on the regulation of international road transport of passengers and goods.

Regarding air transport, the potential revision of the 1989 air transport agreement between Italy and Monaco was discussed.

Cooperation between Italy and Monaco is essential in the areas of health and social security.

The two delegations agreed to discuss extending medical care in the Principality to all Italian residents of Liguria under mutually acceptable terms.

The Monegasque and Italian delegations also addressed coordination in the field of social security, particularly the issue of family dependency allowances.

Regarding linguistic and educational cooperation, the Italian authorities wish to promote Italian language learning in Monegasque schools. The Monegasque delegation provided an overview highlighting the importance of teaching 'Dante's language'. Both delegations agreed to continue their discussions on this matter.

The field of economic development was also covered by the Commission, particularly concerning Monegasque investments in Italy and Italian investments in Monaco.

Both delegations agreed to jointly examine these issues of mutual interest, specifically within the framework of a joint economic forum.

Representatives from both countries expressed their intention to swiftly sign a memorandum of understanding between Italy's Guardia di Finanza and Monaco's Police Department to improve operational cooperation between these two bodies in order to combat various forms of crime.

At the end of the working session, both delegations commended the highly productive discussions, which paved the way towards real progress on the various issues covered while further strengthening cooperation between Monaco and Italy.

The two delegations agreed to hold the next session of the Italian-Monegasque Joint Administrative Cooperation Commission in Rome.
