A Monegasque delegation takes part in the 50th anniversary of the OSCE

H.E. Mr Lorenzo RAVANO, Permanent Representative of the Principality to the Organization for Security and Co-operation in Europe (OSCE), and Mr Jean Laurent IMBERT, Deputy Permanent Representative, travelled to Finland to take part in the “Helsinki +50” Conference.

Held on 31 July and 1 August 2025 to mark the 50th anniversary of the signing of the Helsinki Final Act – the founding document of the OSCE – the conference served to breathe new life into the organisation, despite a complex geopolitical context dominated by the ongoing conflict between Russia and Ukraine. Delegations agreed on the continued relevance of the OSCE, reaffirmed the full validity of its core principles, and underscored the importance of its multidimensional approach to security.

In addition, the Finnish Chairmanship of the OSCE – held this year – announced the launch of the “Helsinki +50” Fund, designed to improve the use of voluntary contributions and facilitate the financing of concrete projects in support of the most vulnerable. The Fund has already received support from 16 countries.

The Finnish Chairmanship also placed special emphasis on the importance of civil society by inviting its active participation in the discussions.

At the close of the conference, delegates attended a screening of The Helsinki Effect, a documentary directed in 2025 by Arthur Franck, which explores the behind-the-scenes negotiations of the historic agreement signed in 1975 by 35 countries, including the Principality of Monaco.

Created during the Cold War, this pan-European organisation now comprises 57 participating States and 11 partner countries from the Mediterranean and Asia.
