The new government building on Promenade Honoré II was officially opened on Wednesday 23 July by H.S.H. Prince Albert II of Monaco, in the presence of H.E. Mr Christophe Mirmand, Minister of State of the Principality; Msgr Dominique-Marie David, who blessed the premises; the Secretary of State, the President of the National Council, the Secretary of State for Justice, members of the Prince's Government, members of the Prince's Cabinet and numerous representatives of the State, along with the building's architects, Christian Curau and François Lallemand.

Five years of architectural design and nine years of construction went into completing the Espace Honoré II, a strikingly modern, understated and environmentally friendly development. This building, certified as ‘High Environmental Quality’, is powered by nearly 700 solar panels and has been designed to maximise natural lighting.

This 8,000 m² building is now home to the following nine government departments:
- The Department of Education, Youth and Sport
- The Department of Forward Studies, Urban Planning and Mobility
- The Department of Social Welfare and Social Services
- The Housing Department
- The State Property Authority
- The Driver and Vehicle Licensing Office
- The Public Car Parks Office
- The Department of Legal Affairs
- The Stamp Issuing Office

During his speech at the official opening ceremony, H.E. Mr. Mirmand remarked that the shared use of the Espace Honoré II building by nearly 500 civil servants and Government officials will enhance the cooperation, collaboration and communication necessary for effective interministerial action.
