Monaco participe à l'ouverture de la 71ème session de l'Assemblée générale des Nations Unies

H.E. Mr. Serge Telle, Minister of State, took part in the opening of the 71st Session of the United Nations General Assembly, held from 19 to 24 September 2016 in New York.

At this event, 131 Heads of State and of Government shared their priorities for the foreign policies of their countries with the international community.  This ministerial week was also an opportunity for them to meet, have discussions and take part in events to promote the 2030 Development Programme.

For the Principality, it was a chance to make its voice heard on the state of the world and recall the priorities of the international agenda set out by the Sovereign Prince.

In his speech at the podium of the United Nations, the Minister of State focussed on three main issues:  the refugee and migrant crisis, the implementation of sustainable development for all and education.  He highlighted the commitment and activities of the Sovereign Prince with regard to protecting the environment, recalling that "reconciling the needs of development and those of preserving the Earth, to enable a population of eight or nine billion people, as there will be in a few years, to live together - that will be the great challenge of our century."

H.E. Mr. Serge Telle represented the Principality at the meeting of the High Ambition Coalition, a group that Monaco joined at the COP21, which promotes the rapid implementation of the Paris Agreement on climate.  He announced that Monaco would become a Party to it by the end of 2016, as soon as its Legislative Assembly has adopted the necessary ratification law.

The forthcoming bloc ratification of the Paris Agreement by EU States will make it possible to reach the goal of the 55 States representing 55% of emissions, conditions that are necessary for the entry into force of the Treaty within 30 days of filing their instrument of ratification.

Protecting and promoting healthy, productive oceanswas also central to the meeting with the President of the General Assembly, Peter Thomson and Secretary-General Ban Ki-moon.  As the Principality has been invited to coordinate the target on ocean acidification for the Conference in June 2017, H.E. Mr. Serge Telle invited the President and representatives of the entities concerned to come to Monaco, the headquarters of the CCI-AO, to prepare for this meeting.

As part of negotiations under way with the European Union, he met with his counterparts from Andorra and San Marinoand with senior officials from the European delegation, who were accompanying the Head of European diplomacy, Federica Mogherini.  In particular, he had fruitful discussions with Staffan De Mistura, Special Envoy of the Secretary-General for Syria, Adama Dieng, Special Advisor on the prevention of genocide, Agnès Marcaillou, Director of the UN Mine Action Service and Antonella Caruso, Director for the Middle East and West Asia Division at the Department of Political Affairs.

The Monegasque delegation also participated in a meeting of the 3G(Global Governance Group) organised by Singapore, at which Germany's Minister of Foreign Affairs shared the priorities for the forthcoming presidency of the G20:  migration, terrorism, health and combating anti-microbial resistance.

Finally, Monaco co-sponsored the resolution presented to the Security Council by Secretary of State John Kerry on maintaining international peace and security, which marks the 20th anniversary of the adoption of the Comprehensive Nuclear-Test-Ban Treaty (CTBT).

The start of the 71st Session of the United Nations General Assembly featured the last presentation of Secretary-General Ban Ki-moon's report on the Organization's activities and the last speech by President Obama.
