4th GRECO Evaluation Round – A Team of Evaluators Visits the Principality

From 22 to 25 November, Monaco was host to representatives of the Group of States against Corruption (GRECO), in connection with its 4th evaluation round on the theme of "Preventing the corruption of members of Parliament, judges and prosecutors."

The team of evaluators, comprised of five members*, met this week with representatives of the Monegasque Institutions involved (the Department of Justice and the National Council), the High Commissioner for the Protection of Rights, Liberties and for Mediation, members of the local press and various players from civil society.

Following this visit, the team will write a draft report, which will be forwarded to the Monegasque authorities for comments.  This draft will then be studied at GRECO's next plenary assembly, for examination and adoption.

As a reminder, the commitments made by Monaco when it joined the Council of Europe in 2004 include the Criminal Law Convention on Corruption.  By ratifying this Convention in 2007, Monaco automatically became a member of GRECO.  The Principality thus joined the countries that are committed to actively combating corruption, taking part in evaluation work led by this Group and being evaluated itself by other country members.  The work of the Committee is based on mutual evaluations of the members that comprise it.  Since 2008, Monaco has been the subject of various evaluations in GRECO's 1st, 2nd and 3rd evaluation rounds. These joint evaluation rounds ended in December 2012, after GRECO had noted the "decisive advances" made by Monaco with regard to combating corruption.

The theme of the 4th round, as chosen by GRECO, bears witness to the multidisciplinary nature of its functions and follows on from the 2nd evaluation round, which covered public administration.

Ms. Muriel Barrelet, Judge of first instance, Regional Court of the Mountains and the Val-de-Ruz (Switzerland), member of the Administrative Committee of Judicial Authorities (the managing and representative body of the judiciary) and President of the Notarial Supervisory Commission.
