Monaco launches call for proposals for future waste treatment centre

Marie-Pierre Gramaglia, Minister of Public Works, the Environment and Urban Development, today announced the launch of a call for proposals to develop a treatment and recovery centre for non-recyclable waste. “The aim is to ensure that by 2026, we have a facility that meets exemplary standards in terms of environmental impact and is a showcase for innovative technological solutions, while operating within certain constraints (site, urban environment, etc.),” emphasised Marie-Pierre Gramaglia.

To this end, a call for technological proposals will be published before the end of March. The call will go out internationally and is designed to identify the best technologies available or at the innovation stage for treating the Principality’s waste. At the end of this first phase in July, three to five technology manufacturers are expected to be selected.

They will have to meet the following criteria:

• Minimise the environmental impact of the project (level and nature of emissions, level of noise and odour pollution, level of impact on local residents, etc.)
• Fully manage industrial risks and optimise the safety of facilities for staff, visitors and local residents
• Prioritise a reduction in direct greenhouse gas emissions from the treatment unit, in line with Kyoto Protocol targets

Phase 2 will see concession bidders undergo a competitive selection process that will last approximately one year. The selected technology manufacturers will need to put together a complete team including an operator, construction companies and financial partners.

Following negotiations with the Monegasque State, the final choice will be announced by the end of the first quarter of 2020 at the latest.

The Department of Urban Amenities, in coordination with the Department of the Environment, has set up a multidisciplinary team to support the process. “The urban aspect is vital in this project. Since we are talking about the entrance to Monaco via the Basse Corniche road, a particularly distinctive architectural design will be required for this new treatment centre,” Marie-Pierre Gramaglia said in her presentation.
