Monaco addresses United Nations Committee against Torture
On 8 and 9 April 2025, a Monegasque delegation led by the Secretary of Justice and Director of the Department of Justice Mr Samuel Vuelta Simon presented Monaco’s report on the implementation of the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment at the headquarters of the Office of the UN High Commissioner for Human Rights in Geneva.
The report outlined Monegasque law in this area and described the independence of the justice system and judicial authority. It also highlighted the efforts made since the last review in 2016 to strengthen the legal and institutional framework in order to guarantee increasingly effective protection against all forms of violence.
The frank and constructive dialogue between the Monegasque delegation and the Committee’s experts also focused on guarantees relating to respect for human rights, legal assistance, improvements to detention conditions in the Principality, prisoner transfers and other related issues.
The delegation included representatives from the Police Department, the Department of Legal Affairs, the Department of Justice, the Ministry of Foreign Affairs and Cooperation and Monaco’s Permanent Representation to the Office of the United Nations in Geneva.
The Principality ratified the Convention against Torture in 1991. As with other reviews of this nature, the United Nations Committee against Torture will publish its conclusions at a later date, accompanied by recommendations which will be subject to follow-up.
