The European Commission against Racism and Intolerance visits Monaco
A delegation from the Council of Europe’s European Commission against Racism and Intolerance (ECRI) visited Monaco from 23 to 26 June 2025.
Founded in 1993, the independent body makes country visits to every Member State of the Council of Europe in five-year cycles. It then makes recommendations suggesting how each country can address the issues identified, and sends them to the governments concerned.
This was the Commission’s fifth visit to the Principality since Monaco joined the Council of Europe in 2004. The themes covered by ECRI’s current monitoring cycle include the prevention of hate speech and hate crimes, effective equality, and access to education and healthcare.
The rapporteurs held discussions with the Monegasque authorities, in particular the Ministry of Health and Social Affairs, the Ministry of Interior, several of their Directorates, and also the Department of Justice and the Department of Legal Affairs.
They also visited the Collège Charles III and Princess Grace Hospital, where they met with representatives of Monaco’s institutions, independent bodies, and civil society organisations.
