Caroline Rougaignon-Vernin is Appointed President of the Economic and Social Council

After 27 years at the Economic and Social Council, including six terms as President, André Garino did not wish to be reappointed to this position.

During this period, André Garino was able to unify the members of this consultative assembly, which represents civil society in its diversity, through his commitment, his contributions and his personal qualities, so that the many tasks and deliberations of this institution could be completed successfully.

By Sovereign Order No. 7.215 of 20 November 2018, Caroline Rougaignon-Vernin has been called upon to succeed him as President of the Economic and Social Council.

Caroline Rougaignon-Vernin is a Doctor of Pharmacy and holds a master's degree from the ESCP.  She spent more than 20 years in the pharmaceutical industry and is President of the Council of the Order of Pharmacists.  She was a National Councillor from 2013 to 2018, Vice-President of the Commission for Social Interests and Miscellaneous Affairs (CISAD), and in particular was Vice-President responsible for labour and employment.

Caroline Rougaignon-Vernin is the first woman to be appointed to this post.

"I am honoured by this mark of confidence from our Sovereign.  I will strive to fulfil my new mission with dedication and enthusiasm, following on from the previous presidency, to enable the Economic and Social Council to make a permanent contribution as a facilitator and incubator of ideas for improving the daily lives of residents and players in the Principality's economic and social life," stated the new President.

The Economic and Social Council was created in 1945.  Its role is to express its opinion on subjects of importance for the Monegasque economy and relations between economic and social partners.  It also helps to draft legislative, economic and social texts.

It consists of three bodies:  the governmental, employee and employer bodies, which each have 12 members;  these 36 members are appointed for three years by Sovereign Order.

For the next three years, Caroline Rougaignon-Vernin will therefore carry out the duties of the President, assisted by Michel Gramaglia, whose Vice-Presidency has been renewed, and Christine Giolitti, who has been appointed Second Vice-President.
