Duties
The Electoral Campaign Auditing Committee oversees oversees the accuracy of campaign accounts for national and municipal council elections, informs the candidates and their financial agents about the procedures for maintaining and submitting campaign accounts and produces a report about the campaign accounts of each candidate or list of candidates.
The purpose of this report is to note any breaches of the limits on electoral campaign spending or to highlight any other irregularities, such as a failure to submit accounts by the legal deadlines, failure to declare income or expenditure, inadequate or missing supporting documentation, or acts which constitute criminal offences.
The reports produced regarding campaign accounts are published in the Journal de Monaco, either in full or as a summary, as determined by the Committee. Furthermore, all voters are entitled to obtain a full version of the reports at their own expense.
Organisation and operation
The Electoral Campaign Auditing Committee is chaired by the President of the Board of Auditors. The Committee’s secretariat is provided by the Secretary-General of the Board of Auditors.
In addition to the President, the Committee has six members:
- A member of the Council of State, appointed by the President of the Council of State
- Two members of the Board of Auditors, appointed by the President of the Board of Auditors
- A member of the Court of Appeal, appointed by the President of the Court of Appeal
- An individual appointed by the Crown Council (from outside the Crown Council itself)
- An individual appointed by the Minister of State (from outside the Council of Government)
Members of the Committee are appointed for a term of five years by Sovereign Ordinance in the month following the nomination of the members and President of the Board of Auditors.
The President of the Committee appoints a Vice-President, who is called upon to exercise the powers of the President in the absence of the latter.

Background
The Electoral Campaign Auditing Committee was established by Act no. 1.389 of 02 July 2012 pertaining to the financing of electoral campaigns. Act no. 1.453 of 16 October 2017 introduced two important amendments: expanding its remit to oversee campaign income as well as expenditure, and making the Committee permanent.
The Committee acted for the first time during the national elections in 2013 and the municipal council elections in 2015.
