Introduction of a Family Benefits Scheme for Self-Employed Workers in Monaco

A special meeting of the Audit Committee of the Sickness, Accident and Maternity Insurance for the Self-Employed (Caisse d'Assurance Maladie et Maternité des Travailleurs Indépendants) (CAMTI) was held on Thursday 2 May 2019, on the initiative of the Ministry of Health and Social Affairs.  The meeting was chaired by Mr. Didier Gamerdinger, Minister of Health and Social Affairs. 

This session was devoted to examining the draft legislation and Sovereign Ordinance on the introduction of family benefits for self-employed workers, which was drafted by the Ministry in association with the management of the Monaco Social Security Funds, following the announcement by the CAMTI Monitoring Committee at its meeting on 21 September 2018 that, in principle, its opinion was favourable. 

The self-employed workers confirmed that they agreed with the proposed provisions, which incorporate the main principles applicable to employees, while modernising them.   

The Bill will thus be sent to the National Council in the coming weeks, after a final review by the State Legal Services. 

With this text, the Government is continuing the process it initiated with civil servants, Government officials and the Commune to achieve gender equality in the granting of social rights.  From now on, parents will have the opportunity to determine by mutual agreement which of them will assert their status under the scheme to which they belong. 

The Prince's Government will continue to promote women's rights in all areas, thus resolutely pursuing the path of "Monequality." 

The reform will then continue for female employees in the private sector who live in Monaco, which will nevertheless imply a change to the coordination rules laid down by the Franco-Monegasque Bilateral Convention on Social Security with regard to the granting of rights to family benefits.  Discussions in this respect are under way with the French party.
