On 11 April 2019, the Minister of State was the guest of Monaco Press Club.  Addressing the press and communications professionals who had gathered at the Automobile Club, Serge Telle first of all reminded them of the importance of the media in a democracy, stating that "There is no public policy without journalists to report on it."

When asked about various topical issues, the head of the Government gave an update on negotiations for an association agreement with the European Union.  "I have no doubt about the need for our businesses to have access to the single market and the freedom for Monegasques to work in any European country.  But this will not take place under just any conditions!" he pointed out.

The challenge today is to negotiate an agreement that takes Monaco's specificities into account, as well as the famous "red lines" set out by Prince Albert II, and preserves certain rights for nationals.  "It would be unthinkable that Monegasques, a minority in their country, could not be protected in a territory of 2 sq. km.," recalled Serge Telle.

When asked about the date of signature of the memorandum of understanding, the Minister of State stated, "We are doing a colossal amount of work, but it will probably be difficult to be ready by June.  In a negotiation, you have to be a master of timing and keep control of schedules."

At this meeting with Monaco Press Club, the Minister of State discussed the National Housing Plan and the tiny percentage of State-owned apartments that are vacant.  Finally, Serge Telle announced the current lines of thought in favour of housing in neighbouring towns for French nationals who work in Monaco, as well as issues related to energy transition and the Smart City.
