Offshore Urban Extension - Environmental Monitoring Committee Lunch

 Today, the seven experts from the Environmental Monitoring Committee of the Offshore Extension Project spoke about their work at a lunch with H.E. Mr. Serge Telle, Minister of State, Ms. Marie-Pierre Gramaglia, Minister of Public Works, the Environment and Urban Development, Mr. Cyril Gomez, Director-General of that Ministry, Mr. Jean-Luc Nguyen, from the Offshore Urban Extension Project (Urbamer) for the Prince's Government, Ms. Valérie Davenet, Director of Environment and Ms. Jacqueline Gautier Debernadi, Director of the Monegasque Association for the Protection of Nature and manager of the Principality's marine reserves.

The members of the Committee are specialists in various fields, such as marine biology, eco-design and maritime works.  Their mission is to constantly improve the environmental aspects of the project.

The experts:

Marine Biology:

• Denis Allemand – Director of Monaco Scientific Centre and a specialist in corals
• Giulio Relini - A member of the Scientific Council of the Oceanographic Institute, biologist specialising in deep-sea fishing, artificial reefs, benthic biocenosis, non-native species and cirripedes

Compensation measures and eco-design:

• Sylvain Pioch - Marine ecologist working on compensatory measures and eco-design

Generalist with an interest in the field of Communication:

• François Simard - Former Deputy Director of the Oceanographic Museum.  Now working at the International Union for Conservation of Nature (IUCN).

Maritime Works:

• David de Monbrison - Project manager specialising in port development and its impact on biodiversity c/o BRLIngénierie
• Marcel Stive - Professor of Coastal Engineering, Hydraulic Engineering Section and Coastal Morphodynamics.  Faculty of Civil Engineering and Geosciences at Delft University of Technology
• Samir Nassif –  An engineer specialising in port and maritime projects.

The Environmental Monitoring Committee has several roles, including:

• Offering an external point of view and formulating an opinion on certain provisions agreed between the Holder and the State (such as the environmental protocols on compensation measures)
• Making recommendations to improve action that could be undertaken between the preliminary design studies and the final project, and identify anything that is lacking
• Make recommendations on how the State could deal with possible environmental incidents and risks during the construction phase and thus help it ensure that there is no discrepancy between the envisaged environmental management and the execution of the work
• Assist the State with monitoring the project in the construction phase.  (The work of the Committee is based in particular on the results of environmental monitoring - compliance with the requirements of the Environmental Impact Assessment, physical and chemical measurements within protected areas, monitoring of species, etc.)
• Work with the State to explain the effective implementation of proposed measures to protect the environment.  The aim is to show that the requirement level and transparency of the State is being maintained in terms of environmental protection.
