Minister of Foreign Affairs and Cooperation Isabelle BERRO-AMADEI took part in the annual session of the Council of Europe’s Committee of Ministers on 19 and 20 May. The session was organised by the Italian Presidency. The Minister was accompanied by Corinne BOURDAS-MAGAIL, Liaison Officer at the Ministry of Foreign Affairs and Cooperation, and Gabriel REVEL, Monaco’s Deputy Permanent Representative to the Council of Europe.

The session, opened by Luigi DI MAIO, the Italian Minister of Foreign Affairs and International Cooperation and President of the Committee of Ministers, and Marija PEJCINOVIC BURIC, Secretary-General of the Council of Europe, was marked by the consequences of the military attack on Ukraine and Russia’s exclusion from the organisation on 16 March this year.

The foreign ministers of 46 member states reiterated their commitment to shared values: human rights, democracy and the rule of law.

In her speech, Isabelle BERRO-AMADEI hailed the courage of the Ukrainian people and the emergency measures taken by the Council of Europe as part of its 2018–2022 Action Plan.

During this session, the members adopted three recommendations on hate speech, the role of culture and heritage, and the protection of migrant or refugee women and girls.

They also validated the progress made by the Council of Europe on the environment, digital technology, cybercrime and artificial intelligence, a subject on which a legal instrument is being drafted.

Finally, Italy passed the torch onto Ireland, which will chair the Committee of Ministers for the next six months. The Minister of Foreign Affairs and Minister of Defence Simon Coveney announced that he wanted to focus his efforts on protecting human rights in conflict areas and promoting participatory democracy and youth engagement.

Monaco became the 46th member state of the Council of Europe in 2004.
