Opening of the 16th Youth Economic, Social and Environmental Council

The 16^th Youth Economic, Social and Environmental Council opened on Wednesday 12 October. The opening was attended by Ms Isabelle Bonnal, Commissioner General of the Department of Education, Youth and Sport, Ms Caroline Rougaignon-Vernin, Chair of the Economic, Social and Environmental Council (CESE), Mr Michel Gramaglia, Vice-Chair of the CESE, Ms Christine Giolitti, Vice-Chair of the CESE, the headteachers of Lycée Albert I, Lycée François d’Assise - Nicolas Barré and Monaco’s Vocational and Catering School, and the four sponsoring teachers from the schools who will act as coordinators for the groups of pupils.

This initiative is repeated every year and helps to foster an engaged civil society of young people by offering them an experience “in the spirit of the Economic, Social and Environmental Council”.

The aim of this voluntary assembly is to enable pupils of all nationalities in the Principality to put forward issues for consideration to the Monegasque authorities. These are drafted in the form of proposals, which are debated in the National Council chamber and approved by a vote. The proposals are then included on the agenda for the CESE’s plenary session before being referred to the Monegasque authorities.

Alongside the sponsoring teachers, the CESE’s secretariat and members offer support to the young people by organising meetings with contacts in the public and private sectors to enable them to collect the information they need to develop their plans. It is also a way of helping them to learn about the operation and machinery of public governance.

The work of the 16^th Council will continue throughout the year, closing in May with a session at which the draft proposals will be presented.

The Youth Economic, Social and Environmental Council was established in November 2007, at the initiative of the CESE, in close partnership with the Department of Education, Youth and Sport.
