Council of Europe – Monaco appointed Chair of Rapporteur Group on Legal Cooperation (GR-J)
On 26 September 2024, H.E. Mr Gabriel Revel, Ambassador and Monaco’s Permanent Representative to the Council of Europe, chaired a meeting of the Rapporteur Group on Legal Cooperation (GR-J) of the Committee of Ministers of the Council of Europe for the first time.
Named Chair of the Group by the 46 Member States, the Ambassador has been given a two-year mandate that ends on 31 August 2026.
The seven Rapporteur Groups are subsidiary bodies of the Committee of Ministers of the Council of Europe. The GR-J is one of the most important because it monitors the work of the Intergovernmental Committees on the rule of law and oversees discussions on draft international conventions.
This is the second time in twenty years since Monaco joined the Council of Europe that Monaco has chaired a Rapporteur Group. Monaco’s first Chair – for the Group on External Relations (GR-EXT) – was held by the late Ambassador Rémi Mortier between 2019 and 2021. Events to celebrate the 20-year membership are planned on 2 October in Strasbourg.
