Meeting of Franco-Monegasque Joint Social Security Commission

The Franco-Monegasque Joint Social Security Commission met on Friday 17 January 2020 at the Ministry of State. The delegations* were led by Mr Didier Gamerdinger, Minister of Health and Social Affairs, for Monaco, and by Mr François Brillanceau, Head of the EU and International Affairs Division of the Social Security Department, for France.

The agenda focused on both health and social security. Among the issues discussed were professional identity cards for healthcare workers, implementing of teleworking and electronic patient medical records.

Once again, the Monegasque delegation put forward a lengthy argument in favour of issuing the relevant French identity cards to healthcare professionals in the Principality. This would enable them to make use of the automated system for processing the treatment forms they issue for patients insured by French companies, and to access electronic medical records.

On the subject of shared medical records, in continuation of the meeting held on 26 November 2019 in Paris, the parties confirmed the need for close collaboration between France and the Principality to enable interoperability between the French and Monegasque systems, which would benefit patients likely to receive treatment in both countries.

The practical implementation of teleworking was discussed, highlighting the number of employees involved and how this way of working operates. The parties agreed to continue annual discussions on the issue.

Finally, the renegotiation of provisions within the Franco-Monegasque agreement covering coordination between the two countries on family benefits was also raised, and will be the subject of regular meetings of a special working group. This approach is being adopted against the background of the reforms initiated by the Prince’s Government in 2019 to achieve gender equality with regard to access to social rights.

Discussions on all of the issues tackled were constructive and held in an atmosphere of mutual trust.
