Results and Outlook by the Minister of Health and Social Affairs

The Minister of Health and Social Affairs, Didier Gamerdinger, met the press last Friday, 8 June, for an information update at the end of his first year of Governmental duties in Health and Social Affairs, as well as for an outlook for the months to come. 

  • On the subject of social dialogue, the Minister considers that his role is to support social dialogue, with regard to the dignity of employees and the proper application of the law: "Even if points of view diverge, the social partners are having discussions and listening to each other in an intelligent way.  As concerns practical matters, the Government is following up and dialogue is at a good level." 
  • The French tax reform with taxation at source:  "Monaco will not be affected.  Monegasque employers will not have to transmit any information to France." 
  • Night work:  On the bill to be presented to the National Council at the end of the year, which concerns approximately 9,000 employees in the Principality, the Minister notes a convergence of views; it seems relevant to compensate with additional rest periods.  The law is intended to apply to the private sector. 
  • Combating undeclared work:  "The effects of this monitoring is being felt and employers are reacting well."  This year, 540 checks were carried out during the Grand Prix and we noted a rate of 3.8% of undeclared work was noted with regard to all the checks carried out since last summer. 
  • As concerns health matters, a Convention is being signed between the CHPG and the Monaco Scientific Centre:  "The aim is to ensure that the CHPG is in a partnership network."

Mr. Gamerdinger, referring to Patrick Bini's forthcoming retirement, emphasised that Mr. Bini had fulfilled his role perfectly and had contributed to the development of the establishment. 

  • Since taking up his duties, professional medical visits have remained a priority for the Health Minister, with a view to optimising preventative healthcare. 
  • Another project is to support young people in difficulty:

The idea is to create a reception centre for children and adolescents: "this project, aimed at children attending school in the Principality, is to create a reception unit for children and young people with severe behavioural disorders, including psychological care, and a centre for teaching and artistic expression for approximately ten young people."

Additionally, there is a project to create a micro-unit for adolescents in the psychiatric ward of the CHPG. 

  • Disability: The Minister announced the creation of a new "old age disability" allowance for elderly people with disabilities, as well as a project to create a care home in a neighbouring town. 
  • Telework:  The Minister would like teleworking to be extended from the private sector to public agents.  He has also relaunched legal measures to allow Italian nationals to undertake telework. 
  • E-Health: The Minister would like to see the creation of a State digital safe, in which patients' medical records would be stored, enabling them to have permanent access to information that concerns them. 
  • Legislation:  bills are under consideration on: 

- the removal of organs

- the end of life

- the professional health community

- night work

- social assistance 

The Minister will speak shortly on Monaco Info on the issues of e-health.
