Boulevard du Larvotto set to return to original layout

As construction on the Testimonio II site continues to make steady progress, Groupe Marzocco and VINCI Immobilier, who are partners in SAM Testimonio II, will start work to fully reopen Boulevard du Larvotto to traffic.

 

1/ Returning Boulevard du Larvotto to its original layout

In the next few days, roadworks will begin to restore the original layout of Boulevard du Larvotto by connecting the new section to the old road.

The work, which will require an alternating traffic system on the Boulevard from 24 January 2022, will last for two and a half months, and will allow the return of traffic in both directions from the beginning of April. At the same time, work on utility networks is underway with all Monegasque concession holders in the public services ducts constructed as part of Testimonio II, notably under the soon to be rebuilt Boulevard du Larvotto. These utility networks serve the project and the entire district, and include the Larvotto ocean thermal energy network developed by the State of Monaco.

This stage will then allow the partial dismantling of the temporary bridge to go ahead. This work will require a further alternating traffic scheme below the bridge (Avenue Princesse Grace), which may last for up to two and a half months from April to mid-July 2022 (more details information will be communicated once decisions have been finalised). This will mark the completion of a significant sequence of works. In addition, a roundabout will be built on Boulevard du Larvotto during 2024 to ease the flow of traffic into and out of the large car park serving the building complex.

2 / Important deliveries starting this year

The progress of the work will allow delivery of the first tower as well as several facilities:

  • Tower T2 (30 floors, 100 metres high) includes 181 state-owned apartments and will be delivered in Q4 2022;
  • A crèche offering 50 places (surface area of around 1,000 m2) will be completed in Q4 2022;
  • More than 500 parking spaces will be delivered during the same timeframe.

3 / Testimonio II, an iconic project for Monaco

Testimonio II is one of the most significant real estate projects underway in the Principality. It will make a significant contribution to the Principality’s urban development and to showcasing the style of living available in the new Monaco.

  • A comprehensive project: the project includes landscaped areas, two residential towers comprising 348 state-owned apartments, a crèche offering 50 places and new premises for the International School of Monaco, which will be able to accommodate 700 pupils. The private residence Bay House, comprising 56 apartments and five villas, will complete the development.
  • A complex project: located on the last significant plot of land for building, the site comes with some unusual constraints, being long and narrow with a steep incline, reduced footprints and complicated hydrogeology and geotechnics. Thanks to the expertise of Groupe Marzocco and VINCI Immobilier and their partners, it has proved possible to overcome numerous technical and environmental challenges.

4/ Key figures and features

- State-owned apartments: two residential towers, one with 27 levels and the other with 30 levels above the ground floor (around 95 and 100 metres in height) will offer 348 state-owned apartments, representing around 10% of current state-owned housing.

- Facilities: the new International School of Monaco with capacity for 700 pupils and a surface area of 10,000 m2, a crèche with 50 places, and 1,100 parking spaces on 13 levels, including 850 for the State of Monaco (state-owned apartments, Villa Carmelha and a public car park).

- Bay House property development (private residences): 56 apartments + 5 villas, a total of 61 residences.

- Total floor area: approximately 150,000 m2; ground area: nearly 10,000 m2.

- Corrected floor area of state-owned and private residences: around 68,000 m2 of housing constructed.

- Tonnes of steel: approximately 16,000 tonnes; cubic metres of concrete: approximately 120,000 m3.

- Excavated volume: 240,000 m3; planted area: 2,150 m2.

Employment: during peak construction periods, more than 1,000 people are working on the project.

- Tax revenue : Testimonio II will bring in substantial tax revenue for the State.

5 / Project schedule

- November 2015: signature of agreements with the Principality

- Q3 2016: start of preparatory work

- Q2 2017: start of foundation work

- September 2019: start of structural work on the first, 30-storey state-owned tower

- Late 2020: start of structural work on the second, 27-storey state-owned tower

- Q4 2022: delivery of first state-owned tower and crèche

- Q3 2023: delivery of second state-owned tower and International School of Monaco - 2024: delivery of Bay House private residences

Describing the project, Céline Caron-Dagioni, Minister of Public Works, the Environment and Urban Development, said:

“Testimonio is more than a construction site for us, it is a large-scale project for Monaco that offers practical solutions adapted to the needs of Monegasque nationals and residents of the Principality. But it is also a project that requires us to complete many steps before we will see the end of the tunnel. We still have one important step to take before Boulevard du Larvotto can be fully reopened to traffic, and an alternating scheme is the only solution for this. We have been working with the developer and the builder since the beginning of the year to come up with a modus operandi that enables work to be completed and does not require complete closure to traffic.”
