ADOPTION OF ACT NO. 1081 ON PALLIATIVE CARE AND END-OF-LIFE SUPPORT - To ensure support with humanity and respect for each individual’s wishes
The Prince’s Government welcomes the adoption by the National Council this evening of bill no. 1081 on the development of palliative care and end-of-life support.
Against a backdrop of fierce debate on these issues internationally, the Principality has decided to take a balanced, pragmatic approach that remains true to its ethics while being firmly rooted in the reality of contemporary society. This confirms the country’s commitment to handling end-of-life issues in accordance with its values.
The bill is a major step in the evolution of Monegasque law, giving the Principality a legislative framework that is modern, deeply human and specifically tailored to its institutional reality.
The act will bolster patients’ rights, clarify medical responsibilities and confirm the ethical principles that guide public health policy in the Principality.
It includes:
- the ability for everyone to access palliative care;
- the ability to prepare a regulated statement setting out end-of-life wishes;
- the introduction of a clear legal framework that strengthens the trust between doctors and patients, which is vital to good medical practice;
- recognition of the role of charity volunteers in supporting people.
In a speech, Christophe Robino, the Minister of Health and Social Affairs, said: “The adoption of this act is not just a public health policy: it is a true covenant of humanity. It is our responsibility as institutions but also as humans to strive to ensure that each individual is surrounded and receives comfort and respect until their last breath.”
The Prince’s Government extends its gratitude to all of the healthcare professionals, volunteers and charities that work in this field.
