Christophe Mirmand Appointed Minister of State of the Principality of Monaco as of 21 July 2025

By Sovereign Ordinance No. 11.290 of 2 July 2025, Mr. Christophe Mirmand has been appointed Minister of State of the Principality of Monaco.

A senior French civil servant, Mr. Mirmand has had a distinguished career within the French territorial administration. A graduate of the Paris Institute of Political Studies (Sciences Po), he also holds a specialised postgraduate degree in financial management, a Master’s in international and European law, and a Bachelor's degree in history. He is an alumnus of the École Nationale d’Administration (ENA), class of Michel de Montaigne (1988).

Upon his appointment, H.S.H. Prince Albert II highlighted Mr. Mirmand’s in-depth knowledge of administrative and territorial structures, notably recalling his former roles as Prefect of the Alpes-Maritimes and Prefect of the Provence-Alpes-Côte d’Azur region.

Aged 63, Mr. Mirmand succeeds Mrs. Isabelle Berro-Amadeï, who had been serving as Acting Minister of State since 10 January 2025.

Mr. Mirmand began his career in the French prefectural corps in 1988 as Deputy Prefect and Chief of Staff to the Prefect of the Basse-Normandie region. In 1990, he was appointed Chief of Staff to the Prefect of Guadeloupe, Jean-Paul Proust, who would later serve as Monaco’s Minister of State (2005–2010).

He later served as Secretary General of the Var prefecture from 1999 to 2001, and then of the Haute-Garonne prefecture from 2001 to 2004, where he also acted as special advisor on urban policy.

He went on to serve as Director General of Services for the Hauts-de-Seine Departmental Council, before being appointed Prefect of Haute-Loire in 2006. He subsequently held the position of Prefect in Savoie, Alpes-Maritimes (2012–2013), Corsica, the Brittany region, and finally the Provence-Alpes-Côte d’Azur region, where he succeeded Pierre Dartout in 2020—Mr. Dartout having been appointed Minister of State in Monaco.

In the course of his prefectural duties, Mr. Mirmand served on the supervisory boards of several key institutions, including the Côte d’Azur Airports, Marseille-Provence Airport, and the Grand Port Maritime de Marseille-Fos.

Mr. Mirmand also held several senior positions within France’s central administration, including Deputy Director of General Administration and Finance at the Directorate-General of the National Police, Director of Territorial Administration, and finally, Secretary General of the Ministry of the Interior.

An Officer of the Legion of Honour and Officer of the National Order of Merit, Mr. Mirmand most recently served as Chief of Staff to the Minister of State for Overseas France, Mr. Manuel Valls, before his appointment in the Principality.
