Ms Isabelle Berro-Amadeï, Minister of Foreign Affairs and Cooperation, took part in the 133rd Session of the Committee of Ministers of the Council of Europe, held in Strasbourg on 16–17 May 2024.

The session included a commemorative ceremony of the 75th anniversary of the Council, held at the Opéra national du Rhin in Strasbourg.

In her speech, the Minister confirmed Monaco’s commitment to defending the three pillars of the Council: human rights, democracy and the rule of law. She stressed the central role of the European Court of Human Rights – “a safeguard against the weakening of the values promoted by the Council of Europe”. Isabelle Berro-Amadeï also applauded the effective launch on 2 April 2024 of the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine, to which Monaco adhered as soon as it was created in May 2023.

Among the items on the agenda were the Framework Convention on Artificial Intelligence and Human Rights, the first international legal instrument to be created on this subject.

Foreign Ministers also reviewed the implementation of the Reykjavik Declaration, adopted by Heads of State and Government of the Member States in May 2023.

The session ended with the handover of the Presidency of the Committee of Ministers from Liechtenstein to Lithuania.
