Robert Gelli, State Secretary of Justice, takes part in Conference of Ministers of Justice of the Council of Europe

State Secretary of Justice Robert Gelli took part in the Conference of Ministers of Justice of the Council of Europe, which was held in Budapest on 5 October 2021 as part of the Hungarian Presidency of the Council of Europe’s Committee of Ministers.

The theme of the conference was Digital Technologies and Artificial Intelligence – New Challenges for Justice in Europe. The aim was to discuss challenges and achievements associated with the digital transformation of justice in recent years, and to determine how electronic tools and artificial intelligence can be used as part of judicial proceedings while retaining respect for basic rights.

Although the use of new technologies within the justice system is at an early stage in Monaco, the State Secretary of Justice presented the digital strategic plan for the legal system, which guarantees the confidentiality of legal data, equal access to justice, and respect for basic rights and the presumption of innocence. In addition, the experiments that have already been carried out in other countries were discussed, as well as the numerous studies conducted by the Council of Europe in this area, setting out the key principles of digital transformation in judicial systems.

Member states agreed that there was a need to adopt a common approach in order to overcome the challenges posed by the rapid development of technology, and to identify practical solutions for the digital transformation of the courts to ensure that information systems are compatible and make communication and cooperation more efficient.
