Dialogue between Monaco and the United Nations Committee Against Torture
A Monegasque committee* led by H.E. Mr. Philippe Narmino, Secretary of Justice, President of the Council of State, and H.E. Ms. Carole Lanteri, Ambassador, Permanent Representative of Monaco to the United Nations Office, took part in a dialogue with the United Nations Committee Against Torture, held on 11 and 14 November 2016 in Geneva.
The aim of this meeting was to examine Monaco's 6th periodic report, which was submitted by the Prince's Government in 2015, concerning the implementation of the Convention Against Torture and Other and Other Cruel, Inhuman or Degrading Treatment or Punishment.
The examination of this 6th report enabled the Monegasque delegation to make a detailed report on the way in which the Monegasque authorities are working to respect and implement this Convention, backed by the Principality's legislative and institutional framework.
In this respect, a number of measures taken since the last dialogue with the Committee in 2011 were highlighted, including: the creation of a High Commissioner for the Protection of Rights, Liberties and for Mediation, the ratification of international instruments with regard to the rights of the most vulnerable people, and major legislative changes.
*The delegation was comprised of: H.E. Mr. Philippe Narmino, Secretary of Justice, President of the Council of State, H.E. Ms. Carole Lanteri, Ambassador, Permanent Representative of the Principality to the United Nations Office in Geneva, Ms. Marina Ceyssac, Advisor to the Secretary of Justice, Mr. Rémy Le Juste, Police Superintendent, Mr. Jean-Laurent Ravera, Head of the Department of International Law at the Department of Legal Affairs, Mr. Gilles Realini, First Secretary at the Permanent Mission of Monaco to the United Nations Office in Geneva, Ms. Justine Ambrosini, Head of Division at the Department of International Relations and Ms. Anaïs Kemblinsky-Fanjat, Secretary for External Relations at the Department of International Relations.
