Fighting climate change: the Principality of Monaco steps up its commitment

Since 2012, the Principality of Monaco has been resolutely committed to fighting climate change, with the objective of achieving carbon neutrality by 2050 in accordance with the recommendations of the Intergovernmental Panel on Climate Change (IPCC) to limit global warming to 1.5°C above pre-industrial temperatures.

To this end, the Department of the Environment has developed the Principality of Monaco’s Climate Air Energy Plan 2030, a strategic framework that establishes objectives and measures in three major areas:

  • Step up efforts to reduce greenhouse gas emissions and accelerate the transition to carbon neutrality
  • Transform the Principality into a resilient region where the quality of living is improved by measures to adapt to climate change while optimising the local environment and air quality
  • Mobilise all stakeholders both public and private, residents or visitors, to participate actively in the country’s energy and ecological transition with the goal of creating a committed, inclusive, supportive and exemplary Principality 

The Climate Air Energy Plan specifies the following strategic goals:

  1. Reduce local greenhouse gas emissions by 55% by 2030 (based on 1990 levels) 
  2. Achieve carbon neutrality in 2050 
  3. Reduce energy intensity by 10% by 2030 (compared to 2020) 
  4. Increase the share of renewable energy in end-use consumption to 75% by 2030 
  5. Anticipate and prevent risks related to the effects of climate change on people, natural resources and property 
  6. Increase the capacity for adaptation in society, the economy and the environment 
  7. Encourage and support regional and extra-regional stakeholders in implementing the energy and environmental transition 
  8. Help ensure that efforts are made equally 
  9. Ensure that local and outside investments are effective in relation to transition imperatives

Monaco’s energy and climate policy is assessed using European Energy Award (EEA) certification. In 2024, Monaco earned Gold certification, the highest level possible.

Through this comprehensive approach, Monaco aims to significantly reduce its emissions and incorporate climate issues into every area of its development and public policies.
