New Safety Regulation on Fire and the Risk of Panic

A new safety regulation on fire and the risk of panic has just been published. This document is the result of an initiative by the Monaco Fire and Emergency Service under the impetus of the Ministry of Interior, in association with the Ministry of Public Works, the Environment and Urban Development.  The participation of the professionals concerned in drawing up this document made it possible to reach consensus in the text.

The main aim of this regulation is to group together, in a single document, the existing texts on fire prevention and the risk of panic in buildings.  They have also been adapted to meet the special characteristics of the Principality as closely as possible.

This new regulation takes pre-existing construction and safety regulations and current standards into account, particularly European ones.  It also makes it possible for new construction processes and innovative technical solutions to be implemented.

With a view to dealing effectively with fire risks, this new text also strengthens the requirements for protecting certain buildings against fire.

In this respect, the main changes relate in particular to: 

  • protecting housing units in residential buildings by the mandatory installation, depending on the classification of the building, of either an autonomous fire detection and alarm system or an automatic fire detection system that is integrated within the fire safety system of the building; 
  •  protecting new car parks of more than three levels by the installation of a fixed sprinkler system or the equivalent, covering the entire car park.  This will make it possible, in particular, to install charging sockets for electric vehicles and related activities, with no restrictions;
  • improving the quality of radio communications of the fire and emergency services, in buildings where this is defective (such as pedestrian or technical galleries, buildings with several levels of infrastructure, etc.) by putting means in place that allow electric radio waves to be transmitted.

Finally, the safety regulation introduces a new level of classification for buildings of more than 200 metres in height, which are referred to as "very tall buildings" - a new classification (5th category) for small establishments, and the definition of appropriate measures.

This Ministerial Decree, No. 2018-1079, published today in the Journal de Monaco, will be applicable in 6 months' time.
