Diplomacy: accreditation of new ambassadors from Nigeria – Panama – San Marino – United Arab Emirates

On Tuesday 18 October, at a lunch held at the Hotel Hermitage, Isabelle Berro-Amadeï, Minister of Foreign Affairs and Cooperation, received H.E. Mr Kayode Ibrahim Laro, Ambassador Extraordinary and Plenipotentiary of Nigeria; H.E. Ms Issamary Sanchez Ortega, Ambassador Extraordinary and Plenipotentiary of Panama; H.E. Mr Giovanni Luca Ghiotti, Ambassador Extraordinary and Plenipotentiary of San Marino; and H.E. Ms Hend Manea Saeed Al Otaiba, Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates.

H.E. Mr Kayode Ibrahim Laro holds a bachelor’s degree in geography and a master’s degree in economic development and planning from the Institute for Economic Development and Planning (IDEP) in Dakar and has spent his career working in the Ministry of Foreign Affairs. He has served in a variety of roles in his country and abroad, including at the Nigerian missions to the United Nations in New York and Geneva, giving him an understanding of multilateral relations.

H.E. Ms Issamary Sanchez Ortega has a doctorate in civil law from the University of Panama and worked as an independent lawyer and consultant for nearly 20 years. In 2019, she was appointed Director of the Financial Analysis Unit and Advisor to the Competitiveness of International Services Unit at the Office of the President of the Republic of Panama, before entering diplomatic service.

H.E. Mr Giovanni Luca Ghiotti, who holds a master’s degree in finance from Bocconi University in Milan, spent several years working in finance in London then Zurich, before being appointed as a member of the Governing Council for the Central Bank of San Marino. In 2016, he joined the San Marino Ministry for Finance and Budget as First Secretary, and in 2021 became an Advisor to the San Marino Ministry of Foreign Affairs.

A career civil servant, H.E. Ms Hend Manea Saeed Al Otaiba served as Director of Communications for Abu Dhabi Media and Public Relations Manager for Cultural Programmes at the Abu Dhabi Department of Culture and Tourism. She joined the Ministry of Foreign Affairs and International Cooperation in 2017, and created and led the government’s first Strategic Communication Department, which promotes the country’s foreign policy through the international media and the United Arab Emirates’ diplomatic missions.
