The Principality of Monaco, represented by H.E. Mr Gabriel Revel, Ambassador, Permanent Representative of Monaco to the Council of Europe, attended the Informal Conference of Ministers of Justice of the Council of Europe held in Riga, Latvia, on 11 September.

42 member states of the Council of Europe together with the United States, Japan and the Holy See participated in this event.

The theme of the conference was support for Ukraine and aimed to address the issue of accountability by the Russian Federation through the possible establishment of a compensation scheme and an international tribunal to prosecute the perpetrators of the crime of aggression committed against Ukrainian territory.

The Ministers of Justice reaffirmed the need to have a solid judicial system that complies with Council of Europe standards despite the application of martial law in Ukraine, as well as the need to extend the number of States Parties to the new agreement establishing a Register of Damage caused by the aggression of the Russian Federation against Ukraine. There are currently 44 participating and associate states, including Monaco.

The third part of the conference focused on the issue of family reunification and returning children from Ukraine who have been relocated to Belarus and the Russian Federation.

This Conference has been combined with the second meeting of the Conference of Participants of the Damage Register, which will be held on 12 September 2023 in Riga.
