Official visit by Monegasque delegation to European Court of Human Rights

A delegation led by the Secretary of Justice, H.E. Mr Philippe Narmino, paid an official visit to the European Court of Human Rights (ECHR) in Strasbourg on 20 May 2016. Mr Narmino was accompanied by the Principality’s most senior judges, Mr Didier Linotte, President of the Supreme Court, Mr Jean-Pierre Dumas, First President of the Court of Revision, and Ms Brigitte Grinda-Gambarini, First President of the Court of Appeal.

H.E. Mr Rémi Mortier, Ambassador and Permanent Representative of Monaco to the Council of Europe, Ms Stéphanie Mourou-Vikström, Monaco’s elected judge on the ECHR, and Mr Gabriel Revel, Deputy Permanent Representative of Monaco to the Council of Europe made up the rest of the delegation.

During the visit, the delegation was able to meet:

  •  Mr Guido Raimondi, President of the ECHR, with whom the following subjects were discussed: the Superior Court Network for the exchange of case-law information between the ECHR and national supreme courts, Monegasque cases before the courts, voluntary contributions made by the Prince’s Government and allocated to a special account for reducing the backlog of cases and Additional Protocol No. 16 to the European Convention on Human Rights.
  • Mr Philippe Boillat, Director General of Human Rights and Rule of Law of the Council of Europe, Mr Stéphane Leyenberger, Secretary of the European Commission for the Efficiency of Justice (CEPEJ), and Mr Jeroen Schokkenbroek, Executive Secretary of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT). During these meetings, the following topics were covered: the next biennial report by the CEPEJ on justice in Europe, the CPT’s cyclical visit to the Principality planned for 2018, and the activities of the Council of Europe in the fields of justice and the rule of law.
