Establishment of Innovation Commission for the Construction and Public Works Sector

Minister of Public Works, the Environment and Urban Development Marie-Pierre Gramaglia opened the first-ever meeting of the Innovation Commission for the Construction and Public Works Sector this afternoon. She was joined by Jean-Luc Nguyen, Director of Public Works, state officials, and representatives from all public and private stakeholders in the construction industry and concession holders (telecoms, water and electricity) in the Principality.

The Commission was set up following the publication early this year of ministerial decrees on construction site noise and work schedules. It will having the following objectives:

  • To mobilise and work together with stakeholders in the construction industry
  • To review existing practices in Monaco for managing the inconvenience caused by construction sites
  • To identify solutions which have been used in similar situations around the world
  • To consider these solutions in light of feedback from stakeholders in Monaco
  • To investigate whether these solutions could be replicated in Monaco
  • To make recommendations which will be implemented in Monaco

The Commission will receive support from two engineering consultancy firms: SETEC Énergie Environnement and Bureau Veritas. These two firms will be responsible for conducting an audit of existing solutions and producing a feasibility study and assessment of replicability in Monaco.

During the Commission’s meeting, the Government proposed that sources of noise pollution (construction machinery, working methods, construction site techniques) should be tackled as a priority.

“This approach should enable us to research the leading techniques and practices, and apply them within Monaco. It is vital that this Commission provides companies with a vision for the medium and long terms, helping them to understand the developments that we expect to see in terms of resources and organisation.

All of this has the potential to create real opportunities for Monegasque companies who will be able to offer the solutions that the State needs through the award of public contracts to the best bids,” Marie-Pierre Gramaglia said in her introductory remarks.

The Innovation Commission for the Construction and Public Works Sector will be coordinated by the Department of Public Works and will meet on a regular basis. The next plenary meeting is scheduled for July 2019.
