Closing session of the 16th Youth Economic, Social and Environmental Council

On Wednesday 10 May, H.E. the Minister of State Pierre Dartout, in his capacity as this year’s sponsor and honorary president, closed the 16th Youth Economic, Social and Environmental Council, which began in October 2022. The session was attended by Caroline Rougaignon-Vernin, President of the Economic, Social and Environmental Council, and Isabelle Bonnal, Commissioner General for the Department of Education, Youth and Sport.

First established in November 2007 at the initiative of members of the Economic and Social Council (which became the Economic, Social and Environmental Council in 2019), the Youth Council was set up to give young people the opportunity to have their voices heard in public debate, focusing on discussion themes of interest to civil society. The event is run every year on a voluntary basis.

Supported and guided by their teachers and the Economic, Social and Environmental Council secretariat, the young secondary school pupils from Lycée Albert I, Lycée François d’Assise Nicolas Barré and Monaco’s Vocational and Catering School met throughout the year with professionals who helped them to develop and present, during the closing session, four proposals which had been the subject of debate that was hailed by the Minister of State as being of excellent quality:

• Draft proposal No. 2023-64 on the introduction of an electric scooter taxi service in the Principality of Monaco (Lycée Albert I);

• Draft proposal No. 2023-65 on improving the integration of deaf people in the Principality of Monaco (Monaco’s Vocational and Catering School);

• Draft proposal No. 2023-66 on the introduction of geothermal panels in the Principality of Monaco (Lycée Albert I);

• Draft proposal no. 2023-67 on cyclist safety in Monaco (FANB).

The Minister of State concluded the session by thanking the Economic, Social and Environmental Council, the school supervisors and, above all, the young people in attendance, who had demonstrated their commitment at a very young age to thinking about the economic, social and environmental issues facing the Principality.
