Anti-tobacco reform : new legislation a collective effort of responsibility and ambition to protect the public
The Prince’s Government is delighted with the results of a vote held on 15 May 2025 by the National Council to update anti-tobacco legislation.
The result of an in-depth study conducted by the Government, the new law modernises and enhances existing measures to fight the social, environmental and health-related effects of tobacco consumption in all its forms.
The elected members present voted unanimously, demonstrating a consensus between institutions on this text, which aims to protect the general public.
Among the main orientations of the reform are:
- the alignment of legislation with new developments in the tobacco market and measures to regulate the use of related products and electronic devices
- enhanced measures to protect minors by raising the legal age of access to tobacco products to 18 years
- the extension of tobacco-free spaces as part of a clear commitment to step up the fight against passive smoking;
- a total ban on “disposable electronic devices”, more commonly known as “puffs”, due to their attractiveness to young people, the health risks they pose, and their worrying environmental impact.
Mr Christophe Robino, Minister of Health and Social Affairs, welcomed this reform, stressing that it “marks a major step forward in the Principality’s public health strategy with its focus on protecting young people, preventing passive smoking and protecting the environment,” thus making Monaco a pioneer in addressing these issues.
