Presentation by the Ministry of Health and Social Affairs on the Bill on the End of Life

Yesterday, Didier Gamerdinger, Minister of Health and Social Affairs, gave a presentation to the Press on the Bill on the end of life, which was tabled at the National Council on 21 January 2020.  Also present were Dr. Jean-François Ciais, Head of the Supportive and Palliative Care Department of the CHPG, Alexandre Bordero, Director of Health Affairs, Christophe Sauvat, a lawyer at the Department of Health Affairs and Kristel Malgherini, Technical Advisor at the Ministry of Health and Social Affairs.

Didier Gamerdinger stated that "this text relates to a sensitive and important subject.  Its purpose is to support the relationship between the healthcare staff and the patient in the very special situation of the end of life.  I wanted an ethical and human approach.  The role of healthcare staff is not to shorten life in order to put an end to suffering but, on the contrary, to relieve pain in order to support life."  

This Government Bill, drawn up in consultation with Dr. Ciais, the Department of Health Affairs, the Order of Doctors and the Diocese, is based on respect for the human dignity of the sick person, the alleviation of suffering, a rejection of excessive medical treatment and the creation of a declaration of end-of-life wishes.*

In the view of Dr. Ciais, who oversaw 91 patients in his department in 2019, "the text is essentially focussed on the patient, taking into account his or her dignity, quality of life and respect for his or her choices.  This is a daily challenge for patients and for the staff of the Supportive and Palliative Care Department of the CHPG. "
