Monaco takes part in 32nd meeting of OSCE Ministerial Council

Minister of Foreign Affairs and Cooperation Isabelle Berro-Amadeï took part in the 32nd meeting of the Organisation for Security and Co-operation in Europe (OSCE) Ministerial Council, which was held in Vienna on 4 and 5 December 2025. She was accompanied by H.E. Lorenzo Ravano, Monaco’s Ambassador and Permanent Representative to the OSCE, and Jean-Laurent Imbert, the Deputy Permanent Representative.

Once again, this year’s meeting of the 57 Participating States, which brought together around 40 foreign ministers, was largely devoted to the situation in Ukraine as well as the need to reform the OSCE to enable it to fully carry out its mission in the face of security and geopolitical challenges.

Isabelle Berro-Amadeï denounced the daily human rights violations and then spoke out against the intensified bombing, the repeated incursions into the airspace of several European countries and the disinformation campaigns.

She also welcomed the establishment of the Special Tribunal for the Crime of Aggression against Ukraine and the opening for signature, on 16 December, of the Convention establishing an International Claims Commission for Ukraine.

The Minister once again emphasised the Principality’s support for the Ukrainian people and shared the country’s concern for the fate of Ukrainian children illegally sent to Russia and Russian occupied territories. On this point, she announced the Principality’s intention to join the International Coalition for the Return of Ukrainian Children, a Canadian initiative.

Isabelle Berro-Amadeï also said that during its Presidency of the Council of Europe Committee of Ministers (May to November 2026), the Principality would focus particular attention on cooperation between the OSCE and the Council of Europe, and notably on sharing best practices on preventing conflict, strengthening institutions and protecting human rights.

On the margins of the Ministerial Council, the Minister held bilateral discussions on various issues of shared interest with her counterparts from Andorra and Malta.

This Ministerial Council meeting was held during a pivotal year, marking the fiftieth anniversary of the Helsinki Final Act, the Organisation’s founding document. Switzerland will take over the Presidency of the Organisation on 1 January next year.
