Administrative Certificate of Residence: a simplified procedure, now payable online
As from 18 December 2025, adult residents of the Principality may apply for an administrative certificate of residence online and pay the associated fees directly via MonGuichet.mc.
For applications submitted online, the purchase of a fiscal stamp is no longer required: payment is now fully integrated into the process and is secure and immediate.
A transitional period will accompany this change, during which two formats of certificates will be available:
• certificates requested online will not include a fiscal stamp;
• certificates requested in paper format will continue to include a fiscal stamp affixed to the document.
Both versions are officially recognised and will be equally valid.
This new online service has been designed to simplify administrative procedures while ensuring the full legal validity of certificates vis-à-vis the relevant authorities and organisations:
• for residents: a faster and simpler procedure, with no need to travel to purchase a fiscal stamp;
• for recipient entities: the assurance that the new digital format is fully valid.
This project was carried out jointly by the Police Department and the Digital Services Department, as part of the Principality’s ongoing modernisation of public services.
For users who so wish, applications may still be submitted in paper format directly at the counter of the Residents Section, subject to the prior purchase of a fiscal stamp.
