Anti-money laundering: FATF welcomes further improvements made by Monaco following adoption of its second progress report
At its most recent Plenary Meeting, held in Paris from 20 to 24 October 2025, the FATF adopted Monaco’s second progress report, submitted in line with the timetable agreed in June 2024. A delegation from the Principality attended the meeting.
In its conclusions on 24 October, the FATF recognised the significant improvements made by Monaco to its anti-money laundering and counter-terrorist financing framework, noting that the actions taken go beyond those required under the current review cycle.
Thanks to sustained efforts, the Principality has successfully delivered many of the measures set out in its national action plan. Monaco has shown a marked increase in international cooperation requests to identify and if necessary seize criminal assets abroad, while also making more human and technical resources available to the Monegasque Financial Security Authority (the country’s Financial Intelligence Unit), and seizing property suspected of being obtained through criminal means. In addition, the Office of the Public Prosecutor has been bolstered with three new appointments, two of whom are assigned to the new economic and financial department.
Some of these measures were not originally due to be implemented until the end of the action plan timeline adopted in June 2024, but the FATF already considers them to have been broadly addressed to its satisfaction.
These positive results were made possible by the extensive work carried out by the national authorities, and are testament to the dedication and professionalism of all the Monegasque institutions and authorities involved.
The Prince’s Government wishes to reiterate its thanks to the FATF for the quality of the discussions held, the efforts of its staff, and its recognition of the further progress made by Monaco since the last report adopted in June 2025. It is also grateful for the continued support of the MONEYVAL Committee and its Secretariat.
The Principality remains fully committed to working closely with the FATF and MONEYVAL with the aim of delivering all of the remaining measures set out in its action plan and securing Monaco’s removal from the FATF grey list as soon as possible. Its efforts will be continued to be led by the Committee for Coordination and Monitoring of the National Strategy Money Laundering, Terrorist Financing, the Proliferation of Weapons of Mass Destruction, and Corruption, with the support of the dedicated Permanent Secretariat unit established in 2024.
