Signing Ceremony for the Protocol Amending the Agreement between the Principality of Monaco and the European Union in Brussels

On 13 October 2025, during an official ceremony in Brussels, the Principality of Monaco and the European Union signed a Protocol amending their Agreement on the automatic exchange of financial account information. This update aims to strengthen compliance with international tax obligations, in line with the global standard for the exchange of information developed by the Organisation for Economic Co-operation and Development (OECD).
Andorra, San Marino and Liechtenstein also signed similar Protocols to revise and update their respective agreements.
The Protocol updates the terms of the existing Agreement by introducing enhanced obligations for the reporting of financial information, in accordance with the recent revisions to the international standard adopted by the OECD in 2023.
During the ceremony, Mr Pierre-André Chiappori, Minister of Finance and Economy, reaffirmed the Principality’s unwavering commitment to adhering to the highest global tax standards. He emphasised that these adjustments were necessary to meet the OECD’s latest expectations and to ensure Monaco’s continued compliance with international reporting and tax transparency requirements.
In his address, Mr Chiappori also highlighted the importance of cooperation between Monaco and the European Union, recalling that the Principality, while maintaining its fiscal sovereignty, continues to take an active role in combating tax fraud and evasion.
The amendments will enter into force on 1 January 2026, in line with international objectives.
