Diplomacy: accreditation of new ambassadors from Belarus – Malaysia – Mali – European Union

On Friday 6 December 2019, at a lunch held at the Hotel Hermitage, Isabelle Rosabrunetto, Director-General of the Ministry of Foreign Affairs and Cooperation, received H.E. Mr Igor Fissenko, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus, H.E. Dato' Dr. Azfar Mohamad Mustafar, Ambassador Extraordinary and Plenipotentiary of Malaysia, H.E. Mr Toumani Djimé Diallo, Ambassador Extraordinary and Plenipotentiary of the Republic of Mali, and H.E. Mr Didier Lenoir, Accredited Ambassador of the European Union to the Principality of Monaco, who presented their credentials to H.S.H. the Sovereign Prince during the morning.

H.E. Mr Igor Fissenko joined the Ministry of Foreign Affairs in 1994. He advanced through the ranks and was appointed Deputy Head of the Legal and Treaties Department in 1995, and then Minister Counsellor at the Embassy of the Republic of Belarus to the Kingdom of Belgium in 2001. Following a stint as his country’s Ambassador to Egypt, Sudan, Oman and Algeria from 2008 to 2013, he became Head of the Ministry of Foreign Affairs’ General and Consular Department.

After working in the Prime Minister’s Office as Assistant Director for National Security, H.E. Dato' Dr Azfar Mohamad Mustafar was appointed to the same position within the Malaysian Ministry of Foreign Affairs in 2001. He was subsequently promoted to the role of Deputy Director for Research, Treaties and International Law before becoming Director-General for Maritime Affairs in 2015.

A professor of crop science and rural economics in France, H.E. Mr Toumani Djimé Diallo took over leadership of a pineapple plantation in Côte d’Ivoire in 1978. Returning to Mali in 1985, he managed a group which exported mangoes to Europe. Following his career in the private sector, he served as Chief of Staff to the President of the National Assembly and to the President of the Republic. As an ambassador, he has represented his country in Morocco, Germany, Austria and a number of northern countries.

H.E. Mr Didier Lenoir began his career in the French Navy in 1984. Seconded to France’s Permanent Representation to NATO from 1998 to 2001, he then joined the European institutions in Brussels, where he occupied a number of posts, primarily in the field of crisis management. In 2015, he was promoted to Ambassador and Head of the European Union Delegation to the International Organisations in Vienna. Appointed to the same post in Paris, he is responsible for promoting the EU’s positions and interests.
