COVID-19: Ninth meeting of Joint Monitoring Committee

At the Ninth Meeting of the Joint COVID-19 Monitoring Committee, the Prince’s Government discussed with members of the National Council the decisions that have been taken and are still to be taken in view of the health crisis and the resulting social and economic impact.

The Prince’s Government and the National Council addressed the issue of tracking. It was a detailed, valuable discussion, focused particularly on the technical conditions for a potential app, which would be voluntary.

It was agreed that in light of the low level of virus transmission in the Principality and the uncertainty surrounding public acceptance of such a system, the conditions for implementing this kind of app had not been met.

The Prince’s Government and the National Council shared a determination to safeguard the lockdown lifting as far as possible by continuing their important joint work on the distribution of masks and the free testing campaign.

With regard to the roll-out of testing in the Principality, an initial progress report was given at the end of the first two weeks of the campaign targeting Monegasque nationals and residents. The campaign will continue next week at the Grimaldi Forum only, where it will concentrate on the children of residents (under five years old) and people who work in Monaco.

Monegasque nationals and residents who have not managed to get a test will be able to go to the Grimaldi Forum next week for one. The Government and the National Council agreed that it was essential for as many people as possible to be tested, for their own benefit and that of their family and friends. This will also allow the Monegasque health authorities to conduct an epidemiological study which is vital for managing the epidemic.

In addition, after a member of the teaching staff at Lycée Albert I tested positive for COVID-19, members of the National Council learned the results of the PCR tests conducted on 29 pupils who were considered very low risk contacts. All were negative.

The Joint Committee then addressed the issue of state support for sectors of the economy, which is intended to evolve in a gradual and targeted way.

With regard to the strengthened provisions for total temporary layoff (CTTR), the current system will be maintained in full until the end of June, at which point it will be reassessed with a view to making possible changes in line with developments in the economic situation. Almost all shops and businesses will have resumed their operations, so this will be the time to evaluate the reality of the economic recovery. The Government and members of the National Council appealed to recipients’ sense of responsibility in view of the significant financial efforts made by the State.

Finally, the Committee members discussed phase 3 of the lockdown easing, which will begin on 2 June with the conditional reopening of restaurants and bars, museums and exhibition halls, beaches and sun decks, some arts activities, casinos, gaming rooms and convention centres.

Primary classes will also return to school and there will be further changes to transport and parking in the Principality.

The next meeting of the Joint Committee will be held on 5 June 2020.
