Principality of Monaco Takes Part in the 12th Meeting of Competent Authorities of the OECD Global Forum

On 22 and 23 September 2025, the Principality of Monaco, represented by Mr Romain Bugnicourt of the Ministry of Finance and Economy, took part in the 12th Meeting of Competent Authorities of the OECD Global Forum on Transparency and Exchange of Information for Tax Purposes, held in Victoria Falls (Zimbabwe), which brought together more than 150 delegates from around the world.

During the two-day meeting, the OECD Secretariat provided clarification on the new enhanced review process for exchange of information on request (EOIR) and gave further details on the peer review process assessing the effectiveness of the implementation of the Common Reporting Standard (CRS) for the automatic exchange of financial account information (AEOI), as well as on the third round of assessments concerning confidentiality and data protection. 

It should be recalled that the OECD is expected to publish the results of the effectiveness assessments of AEOI implementation by all jurisdictions at the end of 2026.

The Competent Authorities’ meetings also provide members of the Global Forum with an opportunity to meet and share their experiences of both exchange of information on request (EOIR) and automatic exchange of information (AEOI). On this occasion, the Competent Authorities discussed the notion of “foreseeable relevance”, which is a key criterion for the admissibility of tax information requests.

Through its participation in OECD meetings, the Principality of Monaco demonstrates its commitment to keeping pace with developments in international tax transparency standards, in accordance with the undertakings made by H.S.H. Prince Albert II.
