A new constitution
Following a financial crisis that became political, in 1955 Prince Rainier III initiated the revision of the constitution but the new constitutional text was not completed until 1962, after much dispute with the National Council. With the new constitution, Monaco once again became a constitutional, not parliamentary monarchy, with the Prince retaining the right of legislative initiative.
