Results of the Survey to Monitor the Mobile Phone Network

For the first half of 2017, the Department of Electronic Communications undertook a monitoring survey to assess network coverage and the quality of services provided by mobile phone operators in the Principality:  Monaco Telecom, Bouygues Telecom, Free, Orange and SFR.

120 outdoor and indoor measuring points were tested several times with mobile phones that use IOS (iPhone) and Android (Samsung etc.) operating systems, and at different time periods (off-peak/busy times).

At the end of this survey, it appeared that two operators, Monaco Telecom and Orange (whose network is in fact provided by Monaco Telecom), provide both excellent coverage and high quality services.

It should also be noted that the performance of the other three operators (Bouygues Telecom, Free and SFR) has improved since 2016, in line with a request made to them by the Minister of State.  Thus, for telephone calls made or received, the exterior coverage rate of these operators is now higher than 98%.

However, the quality of communication with regard to Internet connections and the bandwidth offered by these three operators is still very much lower than that of Monaco Telecom and Orange, which offer, moreover, performances superior to those measured in France in very dense regions.

This monitoring also shows that customers' experience often depends on their smartphone.  Significant differences can thus be found between different models that do not have the same sensitivity and performance on the same network.

Based on the audit carried out by an independent provider, this campaign demonstrates the high quality of mobile services provided by the national operator.
